DigiLocker – Know More About GoI Initiative

DigiLocker allows you to store important documents digitally and share these documents with the required agency or individuals when needed.

What are the important documents for a budding entrepreneur that can be stored in DigiLocker? The documents can be divided into three sections as follows –

  1. Identity documents like Aadhaar card, PAN card or driving license
  2. Academic documents like graduation certificates and mark sheets
  3. Other documents, which may include your Shop Act certificate, partnership deed etc.

Consider a scenario where you are interacting with the traffic police and are asked to show your driver’s license. You need not handover your driving license but you can show them your driving license stored in your DigiLocker. While travelling via Indian Railways, you can show your identity proof as an Aadhar card or driving license from your DigiLocker on the smartphone.

Generally, all your personal documents are available in physical form. If you have to share these documents, you photocopy these documents and share with the concerned person while face to face or through email. With everyone having a smartphone, one can scan a document and share over Whatsapp or through email. But, at times, these documents are required for verification. Upon submission, that document remains with the person to whom you have shared it with or given a copy to. The information is stored at multiple places and chances of misuse of these documents is very high. To avoid such unpleasant instances, one should use digital lockers.

A digital locker will allow you to –

  • store and access scanned images of documents anytime, anywhere
  • reduces the administrative overhead of Government departments by minimizing the use of paper
  • makes it easier to validate the authenticity of documents as they are issued directly by the registered issuers
  • is an e-Sign document which is similar to self-attestation

The government of India has launched this initiative for storing individual’s information in the digital locker. This document covers features of the digital locker.

Before going through features let us see how one can register on DigiLocker. To register use URL https://digilocker.gov.in/public/websignup#! . The next important step is to sync your Aadhaar number with the digital locker account. Once you sync your account, you can access your account using your Aadhaar card. For this, your mobile number must be linked with your Aadhaar card.

Once your sign-up process is complete, you can sign in either with your user name (this may be your email ID and password) or with Aadhaar card number through a computer or using a mobile device. If you are logging in through Aadhaar card, you must have your mobile device with you as you will receive an OTP on your registered mobile number.

Security of DigiLocker

Security is very important as you are sharing very sensitive information in the cloud. DigiLocker is safe and secure to use. All precautionary measures are taken to ensure your data is protected and uncompromised. Please find the list of security measures that have been implemented till now.

  1. Standard Practices: DigiLocker follows standard software development practices of uniform coding standards, guidelines, and reviews. Every release is reviewed and tested internally for security and penetration vulnerabilities before getting deployed on our servers.
  2. 256 Bit SSL Encryption: DigiLocker uses a 256-bit secure socket layer (SSL) encryption for information transmitted during any activity.
  3. Mobile Authentication-based Sign Up: DigiLocker uses mobile authentication based signup via OTP (one-time password) for authenticating users and allowing access to the platform.
  4. Aadhaar Authentication-based Issued Document Access: To receive issued documents from registered issuers, citizens need to authenticate themselves using Aadhaar’s Biometric or Mobile OTP authentication service.
  5. ISO 27001 certified Data Centre: The application is hosted in an ISO 27001 security certified data center.
  6. Data Redundancy: Data is backed up in a secure environment with proper redundancy.
  7. Timed Log Out: To protect the citizen’s account from unauthorized access, the system is designed to terminate session automatically if extended inactivity is detected.
  8. User Consent Based System: The data from DigiLocker is shared only with the citizen’s explicit consent. All sharing and access activities are logged and conveyed to the citizen. Organizations that need access to citizen’s certificates need to register on DigiLocker and seek explicit consent from the citizen.

After logging in you will see the screen as below:

Issued documents: Various government agencies issue documents like driving license, LPG subscription voucher etc. If your name and Aadhaar number match with the name and Aadhaar number available with the issuing agency, this information will be made available automatically and you need not scan and submit these documents in DigiLocker. If it is not pulled automatically, you may try to provide details and the information will be pulled and stored. Please note that if your name does not match with the name on Aadhaar card, DigiLocker will show an error and will not be able to pull out your information.

Upload documents: Documents which are not readily available i.e. issued by the agencies as stated above, those documents can be uploaded. Under ‘upload documents’ section on the site, you will see two folders as mentioned in the screen below. ‘My certifications’ folder where you should upload all your academic performance records and in documents folder, you should upload all other documents.

The screen on the next page explains how the document will appear on the DigiLocker. There will be an image of the document, name of the document and there is share    symbol. You can share a document with others by clicking on the sign. You will be prompted to submit an email ID with whom you want to share the document. After sharing the document, the person with whom you shared the document will get an email intimation about the share. Please note that you have to share each document separately.

Shared documents: This will show all the shared documents. It will also display with whom you have shared the document and when the document was shared. This will provide you with a log of all shared documents.

Activity: Activity section will display the activities performed on DigiLocker in reverse chronological order.

Mobile App:  You can access DigiLocker by installing a mobile app on your Android or Apple device.

DigiLocker is a great initiative to share documents with the agency or individuals in a completely secured manner. This is the first step in the journey towards digitization.
